No’s 132-133. Issued to commemorate and as a tribute for the Colonial campaigns of 1914-1918, gloriously lead by General Tombeur (Charles Henry Marie Tombeur, 1867-1918). The same series was issued with overprint Ruanda-Urundi for R.U. in 1925.
The surtax of + 25c helped erect at Kinshasa a monument to those who died in World War I.
